What is Transportation Conformity?

Transportation conformity is required by the Clean Air Act (section 176(c) (42 U.S.C. 7506(c))to ensure that federal funding and approval are given to highway and transit projects that are consistent with ("conform to") the air quality goals established by a state air quality implementation plan (SIP). Conformity affects MUMPO because it is required to demonstrate that its Transportation Improvement Program (TIP) and long range transportation plan (LRTP) conform to the SIP.

Conformity is an important part of MUMPO’s planning process; however, its basic components are not always understood.  To help provide a better understanding of conformity, we have provided a link to a slide show prepared by the US Department of Transportation and the Environmental Protection Agency that presents a basic understanding of conformity.  We encourage you to take the time to view the presentation and to learn more about this important topic.


 

Air Quality is an important issue within the Metrolina Region.  As of 2005, MUMPO’s regional air quality status is:  Non-Attainment

A non-attainment area is an area designated by the Environmental Protection Agency (EPA) that does not meet the National Ambient Air Quality Standards (NAAQS).  Attainment tests the ozone in the air.

Conformity is a federal regulation required by the Clean Air Act (CAA), allowing non-attainment areas to receive federal funding for road and transit projects by ensuring the transportation activities that are awarded funding and approval are consistent with air quality goals.  Conformity prevents transportation plans with federally funded projects from hindering federally funded efforts to improve air quality.
