Expanded Public Information Process
What: Expand and improve the Mecklenburg Union Metropolitan Planning Organization's (MUMPO) public information process as it relates to minority , those with limited English proficiency and low-wealth communities.
Why: Both the Federal Highway Administration and the Federal Transit Administration require that recipients of federal funding provide opportunities for all persons – regardless of race, color, nationality or income - to participate in transportation processes that may impact them.

How: MUMPO will 1.) Implement a procedure by which environmental justice populations are located in the planning area. Those areas will be evaluated to assess potential impacts by improvements proposed by the Transportation Improvement Program and Long Range Transportation Plan. 2.) Update its Public Involvement Plan with recommendations on improving outreach to low-income and minority communities. 3.) Prepare a Limited English Proficiency Plan (LEP) to ensure that residents not proficient in English are provided an equal opportunity to participate in the transportation planning process.
When: It is anticipated that a draft of amendments to the Public Involvement Plan will be released for review before the end of 2011. A 45 day public comment period will be provided in order to obtain the public’s input on the proposed amendments.
