Staff from the City of Charlotte and the North Carolina Department of Transportation completed a technical review of the State’s Independence Boulevard improvement project and the City’s Independence Boulevard Area Plan. This review had two primary goals:
- Provide the roadway infrastructure necessary to accommodate the local and regional traffic demands on the corridor, which has been planned and designed by the NCDOT over the last several years.
- Provide access and connectivity for the neighborhoods and commercial areas along the corridor.
Representatives of both the NCDOT and the City will present the results of the review and recommendations for how to proceed. Key recommendations are:
- With minor modifications, the widening of the next segment of Independence, from Sharon Amity to Conference Drive, should proceed on schedule. It is fully funded and the State is preparing to begin right of way acquisition. The modifications involve changes to the connections of local streets at seven locations on the project.
- The widening project should provide space in the corridor for rapid transit and managed lanes, and bridges constructed as part of this project should be lengthened to provide that space in the future.
- Driveways that will remain on Independence should be consolidated where possible and provided tapered right turn lanes.
- The City should consider strategic acquisitions of property from willing sellers in both the past and current expressway project sections to set up future transit station areas and protect surrounding neighborhoods.

The North Carolina Department of Transportation held a Citizens Informational Workshop on February 12, 2008 to discuss the widening of Independence Boulevard between Albemarle Road and Conference Drive. This project includes the construction of interchanges to replace the existing at-grade intersections at Sharon Amity, Idlewild and Conference Drive.
