Congestion Management Process


MPOs with a population exceeding 200,000 in population are required to carry out congestion management processes, or CMPs. CMPs are described in Federal law, and are intended to examine the sources of congestion, evaluate alternative strategies for alleviating congestion, and monitor the performance of these strategies. MPOs are required to assess strategies that are not traditional single-occupant vehicle (SOV) expansion projects (like roadway widenings and new construction of general purpose travel lanes) before programming roadway capacity expansion construction projects.

 

MUMPO is now beginning work on its CMP.  Development of the CMP will build on MUMPO’s Congestion Management Framework Guide, which was prepared by the J.S. Lane Company, LLC, and was intended to establish the appropriate framework for the development of the CMP.

Work on the CMP is being guided by a task force created by MUMPO’s Technical Coordinating Committee.
